The Aga Khan Foundation is seeking exceptional individuals to fill the position of Regional Project Coordinator, Social Water Manageme nt at the Baghlan Regional Office -Afghanistan


Background of the Project

Most parts of Afghanistan are under relatively arid conditions. Irrigation is therefore essential to realize the full agriculture potential. On average, between 85 and 90 % of the annual field crops production comes from agricultural systems of the country in which irrigation plays a vital role. The Aga Khan Foundation is supporting a major EC Programme (the Kunduz River Basin Programme, KRBP) which aims at rehabilitation of medium scale canal system and enhanced water management and invite experienced Social Water Management specialists to fill two immediately available vacancies.

Main Responsibilities:

The Regional Coordinator will train and guide local staff in further working and develop a system by which the water users are empowered to take greater stake and play a more important role in more equitable, efficient and sustainable use and management of local water resources. This would be done working closely with the communities through:

• Reviewing the structure of traditional water user groups and
water management;
• Enhance water user participation in technical canal scheme rehabilitation
• Facilitating the formation and strengthening of formal water
user associations (WUAs) through training/coaching on task.
• Based on a participatory diagnosis of current collective water
management issues followed by the collective elaboration of
TOR/Bylaws of WUAs challenge their roles and responsibilities
including their relations with sub-basin and basin
level agencies/committees.
• Contribute to networking, exchange of experience and policy dialogue.
• Coordinate with the AKF NRM team development related to improved
water use and water effectiveness.
• Contribute to the modelling of a replicable approach towards
enhanced water management.
• Take over co-responsibility in Project management.

Experience:

The successful candidate would:
- have at least 5 year of experience in social water management in
developing countries;
- understand hydrological mechanisms of irrigation systems;
- have good analytical skills and feeling for the feasibility of activities;
- have good record of excellent facilitation and communication skills;
- have good practical experience of participatory methods and tools for
community level activities.
- enjoy working in a team and be used to micro and meso level interaction with
target groups;
- be gender sensitive;
- fluent English speaking and good computer literacy.

The Aga Khan Foundation is seeking exceptional individuals to fill the position of Administration and Logistic Consultant at the Badakhshan Regional Office Badakhshan-Afghanistan.

Overall Objectives

The Administration and Logistics Consultant is responsible for reviewing current systems, administration & logistic organisational structure and capacity in order to assess efficiency, cost effectiveness, and appropriateness for the program and environment in Badakhshan. Based on the review, he/she will recommend context appropriate changes and will be responsible for implementing those changes within Badakhshan in conjunction with a team of staffs. Collaborating closely with the National Program Office and the regional Administration and Logistics team .

Main Duties and Responsibilities
· Conduct a comprehensive review of administration and logistics
systems and their implementation including procurement systems,
stock systems, vehicle management, vehicle maintenance, asset
management, attendance management and other administrative systems;
· Conduct a comprehensive review of Infrastructure stock system
and prepare formats of Daily Utilization Report and Weekly Activity
Report and other required reports and recordkeeping systems to
ensure transparency in the flow of stocks and their utilization;
· Propose appropriate changes to the admin & logistics
systems and Infrastructure recordkeeping, implementation,
organizational structure, staffing and assets;
· Implement those changes in the regional and area offices;
· Build the capacity of a successor who can manage the Admin and
Logistics component of the Badakhshan program;
· Build the capacity of admin and logistics staff throughout the region;
· Any other responsibility assigned by the supervisor .

Required Qualifications

· A Minimum Bachelor's degree in a relevant field
· Minimum 5 years of experience in Logistics/Admin management
position, preferably with some additional consulting experience
· Experience in developing, reviewing, and modifying admin /
logistics systems, procedures, and policies.
· Experience working with international development
organizations in developing countries with multiple programs and
locations is preferred
· Resourceful, systematic, detailed, solution oriented,
excellent interpersonal skills, proactive, innovative, and creative
· Excellent communication skills, particularly in English
· Excellent in using Microsoft office applications.
Ability to use organizational design software is preferable
( e.g. visio, mind jet, etc).
